The City of Everett, in a joint development agreement with a private developer, selected MacLeod Reckord to develop the master plan and a phased development plan for the public amenities portion of a planned mixed-use commercial and residential development on a 200-acre brownfield site along the Snohomish River. MacLeod Reckord’s $35 million master plan includes regional and local trails, boardwalks and viewpoints, picnic areas, a public park, water access facilities, and major wetland enhancement and riverbank stabilization work. The project involves coordination between several public and private groups, developing and implementing a public involvement strategy, developing strategies and timelines for grant applications, finalizing a master plan for adoption, and implementing initial phases in coordination with the private work. The project is a model for effective public facility development, stormwater management and wetland enhancement of a highly disturbed landscape.
