MacLeod Reckord provided assessment and conceptual project design for Complete Streets in the Kingston community, including an evaluation of options to re-route access on and off the Washington State Ferry in the SR 104 corridor. The plan makes final recommendations for downtown Kingston to implement Complete Streets policies, addressing a range of improvements from non-motorized connection to the ferry, ADA compliance, destination connectivity, downtown enhancement, improved lighting, and development of consistent design standards. The plan makes recommendations for intersection improvements and parking facilities, as well as providing evaluation of storm drainage systems and recommendations based on implementation of Green Streets policies. The final plan includes a range of projects that will improve connectivity, extend to new community destinations, and create new public spaces such as convertible streets.
