Island County, consisting of Whidbey, Camano, and several smaller islands, has contracted with MacLeod Reckord to provide an update for their non-motorized transportation plan. This 2016 plan will introduce emerging standards and concepts in non-motorized facility design, but will also focus on enhanced public access to the shoreline. The islands boast dozens of shoreline sites with varying degrees of accessibility and amenities, and the County requires a rational process to identify and prioritize improvements to these sites. The updated plan will also identify and prioritize new, or incomplete, projects to eliminate barriers and facilitate the development of a continuous non-motorized transportation system. The plan will seek to identify strategies that improve conditions and provide dedicated space for non-motorized modes, while maintaining necessary levels of service for all modes.
